Zoning In 2001, the City of Herrin adopted a comprehensive zoning ordinance which provides for the orderly development of the City and the protection of the existing development. An Historic Downtown Business District was designated, with protections with respect to the type of construction that is permitted in the District. All persons who plan to build or renovate a building in the Historic Downtown Business District should contact the Herrin Building and Code Inspector and the Historic Preservation Committee prior to commencing any work. In addition, the zoning ordinance regulates the types of acceptable construction which are permitted in the Highway Business District (B-2) south of Brewster Road on South Park Avenue (Illinois Route 148). All new construction requires a building permit, including accessory buildings (detached garage, storage building). A site plan is required for all new construction except a single family residence or a duplex. Information concerning zoning and construction

New construction or rehabilitation of property located in the Enterprise Zone may also qualify for tax abatement on the City portion of real estate taxes, based on the increase of the assessed value of the property as a result of the improvements.
